IT 2.0四個基礎

IT2.0四個基礎

   筆者上周在一個有關政府「數碼21」策略諮詢文件的討論會上,聽到業界有不滿的聲音,指有關策略似乎欠缺新的具體措施,不足以發展香港的資訊及通訊科技產業。但筆者感到,也許政府對科技產業的支持意願,是沒有減少的,在過去一年間甚至有可能是增加了,姑勿論這是否因為要跟從國家「十一.五」規劃下的自主創新等發展方向,但對香港推行經濟可持續發展和真正的知識型經濟轉型來說,仍是有利的。

  不過,香港目前在這方面所面對的困局似乎是,雖然有些決策者知道應向什麼方向走,但卻未肯定怎樣去走這條路,若然套用現行的決策思維,也看不清楚哪條路是必然成功的,更無法說服部分既得利益者,把其主觀看法及社會上的一些傳統思維改變過來,故結果自然是起步為艱。

  很明顯地我們有必要「跳出盒子想想」了,有見今天流行講Web2.0,我就把我對香港的「資訊科技核心價值」的四大「再造基礎」,稱之為IT 2.0。這個IT 2.0的價值建議,不在於逐一提出具體發展項目,但這四個基礎就像一部汽車的四個輪胎一樣,汽車要行走的話,缺一不可;這四個基礎也代表了四個層次的持份者應有的態度或思維。

社會責任

  第一個基礎,是「以外向創新思想主導的人才」。香港社會與經濟的矛盾之一,乃是香港的人才是我們最有競爭價值的優勢,但也是我們最缺乏的。筆者一直認同香港在人才上仍具有競爭優勢,但此刻我們的專業人員必須自我反思核心競爭力,個體至整體亦然,以配合國家自主創新、鼓勵創意文化、走出去發展這些國策目標。

  第二個基礎,是「以社會發展為己任的企業精神」。在企業層面,無論大小企業,香港的公司和企業家都太短視了,背靠中國市場後的香港,不需也不能再如此短線投機了;我們的企業應負起令明天世界好一些的社會責任,有適當的社會發展觀,而非只顧及短期營利,那樣才有可能達到可持續發展。

  第三個基礎,是「以創意換取市場的產業戰略」。中國經濟發展要「以市場換取技術」,香港有的卻是技術和管理經驗及其他基本優勢,須探討如何才能最有效地換得香港最缺乏的市場規模。以香港本身的經濟規模及中小企產業結構,我們最佳的發展路向應是集中尋找「長尾」(long-tail機會(也許可形容為網絡經濟帶動的小眾規模但眾多的市場組合),不能再繼續沿用只看短期高回報或大市場佔有率的香港典型短視傳統思維加財技的玩法,而這也是最適合香港這樣的小型本土市場經濟、外向型產業,向全球化商機進軍的方法。

創新思維

  第四個基礎,是「以目標領導投資的政府支援」。特首說不再奉行積極不干預政策,但要如何介入投資、建立產業策略?在基本理念上要以人為本,不要說不,要說為什麼不能(why not?)。

  政府要加深了解科技及產業趨勢,舉一個例子,近期中國大陸的網絡遊戲免費化,對香港數碼娛樂發展的啟示為何,市場變化這麼快,官僚的管理和行業支援肯定不夠,那麼要怎樣才能打破這些效率不足的機制,積極解決小型企業的規模及市場困局?當整個國家也在搞創新,我們的領導思維若停留於所謂「行之有效」的守舊、保守,就等於不知道什麼是創新。

  四個基礎是要四個階層的持份者共同建造,香港才可以再造我們的「資訊科技核心價值」,所以,不止是政府,我們大家都有責任。在此說句,東主有事,未來個半月暫別此欄,小休後12月中再會。

我前幾日都有睇到你在電台討論政府的科技政策同科技署的事;個個位都未坐暖已經升官,真係好位、好位。但IT政策嘛...我想你和單仲偕的看法都相似,就是沒有大方向、流於高大空,「吹水」。

Charles,

HK has myriad limitations that policy
makers must be fully aware of, and do
their utmost to accommodate.

Duty and creativity aren't mecessarily
oxymoronic, nevertheless one simply can
not coax the latter by appealing to the
former. IT is inherently creative field
where paradigm shift is the norm.

For example, Yahoo the teenager, is on
the way to be replaced by Google, the
baby. The likes of Ebay and Amazon are
now deemed behind time.

That, is not the kind of game that HK or
for that matter, China can play well. It
simply is not in their DNA's.

Having said that, I think HKG does have a
role to play to expedite information flow,
to encourage early adoptions and to make
capital accessible.

And then step aside ....

Albert, thanks for the comment. This is our quest to find out the role that Hong Kong should play. "Hong Kong should step aside" (at some point) may sound pessimistic but this may be inevitable, we know. But we should find what we can do at this moment to maximize our current and near-term opportunities, and to help China's overall development. I believe you are talking about the same thing.

Looking at it from another angle, we have to make sure that Hong Kong's development and interests are not dominated by the minority of big businesses and vested interest -- the voices that the government chose to listen to exclusively at this present time. This is what we must strive to change. So that the voice of the majority of the sector is heard.

A regrettable misunderstanding ....

What I meant to say, was all policies
should be oriented towards building a
platform for level playing, and equal
access, but no more.

Just like "the right to life, liberty
and the pursuit of happiness", where
the Jeffersonian emphasis is on the
"right to pursuit", not the "right to
happiness".
